Senator Ben Stevens moved and asked unanimous consent that                                          
SENATE CONCURRENT RESOLUTION NO. 28, which had been                                                 
held on the Secretary's desk (page 3470), be taken up at this time.                                 
Without objection, it was so ordered.                                                               
                                                                                                    
SENATE CONCURRENT RESOLUTION NO. 28 was read the                                                    
second time and was before the Senate on final passage.                                             
                                                                                                    
The question being: "Shall SENATE CONCURRENT RESOLUTION                                             
NO. 28 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules                                  
of the Alaska State Legislature, concerning House Bill No. 459,                                     
relating to optically scanned and electronically generated ballots, pass

CS FOR HOUSE BILL NO. 490(JUD) am "An Act relating to the                                           
release of employment security records, to the binding effect of                                    
determinations and decisions regarding unemployment compensation                                    
benefits, and to contributions, interest, penalties, and payments under                             
the Alaska Employment Security Act; providing that property under                                   
the Alaska Employment Security Act is not subject to the Uniform                                    
Unclaimed Property Act; and providing for an effective date" was read
